Often you'll hear about how you need to find 'Refereed articles' or you need to get published in a "Refereed Journals" but what does that mean?
An article is refereed if it's gone through a process called Peer Review.
You'll often find these terms used interchangably. Peer Review or Refereed.
Peer review is a quality control process by which articles are vetted by experts in the field. An article is submitted, and then the editor gives copies to experts that are well versed in the subject matter, discipline, and/or methodology, etc. They critique the article and if it's good enough they'll publish it. Typically the author does not know who is reviewing their work. The reviewers may or may not know who the author is depending on if the journal uses a double blind process or not.
